A message from Teheran says that, owing to the insult to Yice-Coiisul Peteroff by Major Shuster : s action on October 11 in sending gendarmes to seize Slraa-es-Sultaneh's property despite the Consul's protests, Russia lias notified Persia that she will occupy tin 4 provinces of Ghilan and Mazanderan unless Persia apologises. (On October 11 Major Sinister, the American expert who is reorganising Persian finance, after notifying the Russian Minister, sent one hundred gendarmes, in command of an American officer, to seize Slnia-es-Snltaneh's property. The Cossacks retired, but the Russian Consul protested, alleging that the property was mortgaged to the Russian Bank.)
