BOROUGH COUNCILS.

' <&■ NEW BRIGHTON. A fortnightly meeting of the New Brighton Borough Council was lield on Monday evening; present—Tho Mayor (Mr C. H. Opie), and Councillors J. A. Flesher, J. Buxton, A. IT. Clorko, C• Withell, T. Sineoek, J. D. Scoble, G. E. Goodwin, G. W, Sellars and A. G. Munns. Tho City Council wrote, stating that tlio question of a heavy traf!ic"by-la\v had been abandoned by tho Council. The Mayor explained that this would now bo a question for each of tho local bodies to settle within its own boundaries. The matter was referred to the By-laws Committee. Mr C. M. Agar wrote, suggesting an appointment to consider and settle the question of his lease of the pier. A deputation consisting of tho Mayor and Councillors Flesher, Munns and Scoble was appointed to meet Mr Agar'and report to the Council. The Christ-church Drainago Board wrote, forwarding a copy of the engineer's report on the question of the floating weed nuisance in the river. The engineer stated that as % per cent of the weeds was composed of water there was littlo likelihood of obstruction in this direction. The silting was chiefly caused by wave action from motor-boats. This process could be seen 'going on. _ if the Board received three days' notice prior to any motor-racing it would undertake to prevent any weeds going down the river on that occasion. To comply with the deputation's request that all the weeds cut out should bo arrested was an impossibility, as even to catch a small proportion would increase the cost of the work to such an extent as to make it absolutely prohibitive. Tlio Council arranged to inspect the river at an early date, with a view to better understanding tho position. A request from the secretary of the Christchurch Automobile Society, for permission to hold speed contests on the beach on Saturday, January 23, 1912, was granted. Councillors Scoble, Gierke and Munns were appointed a committee to ensure the carrying out of adequate precautions for the safety of the public. Mr C. Hides wrote, reminding the Council of the arrangement entered into about twelve months ago to coustruct tho footpath and channelling at tho corner of River Road and liawke Streot. Tho matter was referred to tho Works Committee to have tho work done at an early date. Messrs Mackay, Dewsbury and Johnston wrote, asking the Council to complete tho formation of Bligh Street in a similar fashion to John Street. The matter was referred to tho Works Committee. Tho Inspector of Police acknowledged tho Council's information regarding tho wood stolen from the Domain, and promising an inquiry into the matter. Tho Christchurch Brick Company wrote, offering a supply of 9in drain pipes at 4d per foot in truck lots at Malvern. The offer was referred to tho Works Committee. Mr Duff also wrote, asking the Council to complete the clearing and levelling of Norton Street to enable him to have access to his property. Tho matter was referred to the Works Committee. The confirmation of the new building by-law was formally effected. The bylaw would operato from. November 6. Mr A. 0. Du2 wrote, complaining of the stagnant pools on sections along Bowhill Road, Osbourno Terrace and Nortou Street, and requested that these should be filled in. The matter was referred to the Works Committee. The Works Committee report recommended that the request of Mr Lester for tlio loan of tlio Council's concrete channel patterns should not be granted ; that tho Fire Brigado room should bo let for meetings, application for permission to bo mado through tho superintendent of the Brigade to the Mayor; that a strip of five feet wido on each footpath intersecting with Sea View Road should be asphalted; that as the Council had no further use for the additional horse and cart, these should be offored for sale; that Mr T. Cox should bo informed that there was no public road as referred to in his letter. The report was adopted. The Financo Committee reported receipts on the district fund at £9l lis 9d, debit balance at bank £696 ios 7d, and recommended accounts for £44 6s 3d for payment, in loan account No. 2 the expenditure for wages had been £3 ss, and the credit balance at the bank was £ll7 3s 2d. Tho report was adopted. ASHBCRTON. A fortnightly meeting of the Ashburton Borough Council was held on Monday, when tho Mayor (Mr H. Davis) was in tlio chair. Tho Mayor reported the overdraft to bo £3344 13s Id, and a credit on the water supply account of £9B 8s Id, the revenue siuco the previous meeting being £197 3s. The Asliburton Temperanco Band wrote, urging that the question of subsidising tho bands should be reopened, and that the basis for the subsidy should bo tho number of open-air concerts given. No action was taken. An application for erecting a small shed to house an ambulance on a reserve in East Street was received from the Asliburton Hospital and Charitablo Aid Board, but the Council thought that tho ambulaneo should be housed at tho carriers' shelter, when it was erected. Tho town clerk reported that he had issued a permit for a building to cost £2OO. The Fire Brigado reported that somo of the suction hose was faulty, and required replacing. It was decided to order a new length of hose from England. The minute declining to grant tho High School Board a septio tank was rescinded, and tho Board was granted a septic tank at tho school, provided proper filter beds were constructed, and that the Board indemnified the Council against any legal action in regard to any po.ssihlo nuisance that might arise. The clerk was instructed to supply particulars of unoccupied reserves in Will Street West. A tender of £'2 for a yearly rental of a borough reserve leased by Mr Robert Terris was accepted, as was also one of £3 10s (id by Messrs Mawke and Ocklesliaw. A Glasgow lease of reserve 12.1 was granted to Mr J. B. Christian. Four tenders were received, for excavating a well at the power bouse, and these were referred to the Water Supply Committee to report on. Councillor Ferrinian's resignation as a member of the Lighting Commit-toe was accepted. Accounts for £l3l. 19s 4d were passed for payment. The St Andrews Lawn Tennis Club was granted the courts at n reduced rental of £1:'). The Labour Day Demonstration Committee applied for the use of the Domain oval for Lahour Day, 1912, on the same conditions as this year. _ Tho day was pencilled, the conditions to be considered later.
