NOTES ISSUE BILL
ARBITRATION ACT AMENDMENT.

MELBOURNE. August 3.
A Bill making the issue of notes by banks prohibitive was introduced in the House of Representatives and read a first time. It provides for a tax of 10 per cent each year on the notes issued or re-issued. The Arbitration Act Amendment Bill was opposed by every speaker. Mr W. M. Greene, the chief speaker, said that if it were put into operation in the rural districts it- would drive. many struggling farmers off the land. The provisions for rural workers copied from the New Zealand Act, anc 1 Mr Greene showed that the conditions were widely different, owing to Australia's vaster area and more changeable climate.
Mr W. H. Kelly said that if preference to unionists were given, the unions should not have the power to keep workers out. . The debate was adjourned.
