Kokovtsoff, Minister of Finance, informed the Budget Committee of the Puma that new loans were inevitable, fie stated emphatically that it was necessary from the political standpoint to construct within the five years a pecond trans-Siberian line and the Amur Railway, totalling £36,000,000. jThe extraordinary expenditure upon Rational defence during the next five fears would total £32,000,000. M. Kokovtsoff explained that the tendency was for the ordinary expenditure to increase in the case of countries passing from an absolute monarchy regime to a system of national representation, and foreshadowed an income tax. \
