He includes the revision of the tariff by a special session fc_ Congress after March^ 1909, and targes Congress in 1908 to amend the Pherman anti-trust law so as to enable railways to make reasonable traffic Agreements, subject to the consent of jthe-'lnterstate Commerce Commission. lie also asks it to-pass the Employers' Liability and Financial Bills introduced fry.
