Mr Haldane, Secretary pf State for War, in the course of a speech at Hanley, said that the time might come when it would not be iso easy as it was to-day to command a two Power standard navy. " Germany," he said, " has a population of nearly sixty million to our forty-four ■million, and the United States 1 will ■soon have a population of one hundred , millioji. It will be yery hard for us, with forty-four 'paillion, to maintain the iiwo. Power standard against two nations with a combined population of i one hundred and sixty million. W© may I not be able, in days to oome, to depend ' wholly and absolutely on a navy with the completeness of to-day, and should the time arrive it will be on the home defence forces we will have to rest our trust." ,
