In the House of Commons Mr Winston Churchill introduced the Transvaal Guarantee Loan. Bill. In. the House of Lords Lord Rosebery declared his intention to vote against the Scottish Small Landowners' Bill, objecting to it as the introduction of the poisonous bacillus of tho Irish agrarian system. Lord Balfour of Burleigh moved an amendment equivalent to rejecting the Bill.
