There is a widespread impression in New York that if the Roosevelt intervention on behalf of Japan succeeds in California, which is Republican, itwill become a Democratic State. Mr Metcalf considers that the Japanese children under the treaty are entitled to equal school facilities with Americans. The Japanese are not Mongolians, and therefore the State law is unconstitutional.
