A surprise was created at the election of the chairman of the Tramways Committee this morning, when Councillor BraithI waite defeated - Councillor Tapper by 6 ; votes to 3. These two gentlemen will.be candidates for the Mayoralty next year, and as the chairmanship oLthe Tramways Committee is regarded largely in the nature of a stepping-stone to. the Mayoral chair, the result of to-day's voting ac regarded as somewhat significant.
