RUSSIA RECRUITING BANDITS. THE LAKE BAIKAL RAILWAY. United Press Association—<By Eilecfoio Telegraph —Copyright. (Received April 6, 7.44 a.m.) LONDON, April 5. A Seoul telegram states that ten thousand Japanese are marching on Yongamipho. Russia is offering tempting bribes to Manchurian bandits to serve against Japan. Prince K'hilkop, interviewed 'by the "Standard's" correspondent, declares that he is confident that the railway round Lake Baikal will be completed in August. He does not expect any important fighting^ before June 20, since General Kuropatkin intends to take no chances. (News from Russian sources .published in the papers which arrived by the last mail estimated that the opening of serious land hostilities was likely to be delayed until Augnsb.)
