Wolcocks, the eminent engineer, proposes, at a cost bf two and a hali!.-mil-lion sterling, to raise the level of the Assouan dam, and to construct a reservoir at Rayan, to supply the remainder of Egypt's needs, and adding sixty million sterling to Egypt's agricultural wealth and increasing by one-half the value of each acre of £30.
