Tlie Federal Government has not received any communication from the Premier of New Zealand in reference to free cablegrains to Canada, but last week tbe Chief Secretary for Canada 'suggested that Press messages should be passed free on the Government cable for three months. Sir.E. Barton replied that he was afraid the Postal Rates Act prevented the Commonwealth entertaining the proposals, but in any case, he was not prepared to consider the matter _ without fuller particulars. The Act refer- j red to by Sir E. Barton- contains a pro- < vision preventing the Federal telegraph service from being used without charge. This - appears also to .apply to the Australian - share of the Pacific cable.
