There is muoh clandestine importation of German arms into China. Russia urges the Powers to prevent it a-Tid to reimpose tlie prohibition expiring in August nest. A German arms importer has established a completely-equipped arsenal at Fuchan, while a Germain firm a,t Hong Kong holds forty thousand Mausers, imported prior to Boxerism, in readiness for sale in August.
