M. Blodh, th« Russian peace apostle, connects the recent visit of M. Delcasae, the French Foreign Minister, to Sfc Petersburg with an effort to bring the Chinese question before the Hague Arbitration Committee. M. Bloch also connects the French Minister's visit with a proposal for the reduction of military service, and the transformation of the armies of the Powers, owing to the lessons taught by the war in South Africa.
