A Reuter despatch says that China has offered to lease Talienwan, and to permit a railway to Port Arthur it the fortress there remains in the possession of the Chinese. She has also agreed to the French demand in regard to Kwangeie. The Times Pekin correspondent states that the French demands do not include the Province of Kweichau. Hanotaux, speaking in the j Chamber of Deputies, said he did not desire French settlement in Yunnan or the seizure of more of China, j France wished a fair and friendly settlement of the Niger question.
