Open-air Meetings.— The City Council advertised on Saturday morning that a by-law had been passed to the effect that any person or persons who wished to hold meetings in the streets or squares of the city would first have to obtain the permission of the city authorities, who would grant permits and allot the localities in which, tne meetings were to be held. Up to last evening only one body had applied for permission to hold meetings, and a verbal consent was given by the town Clerk, but the question of locality was left over until further applications had been received. Threo meetings wore being held simultaneously in Cathedral Square on Saturday evening, and in one case the horses were taken out of a carriage which w as left in such a position that it blocked the thoroughfare opposite the door of the Public "Works Office.
