A. gale has been raging on the coast of Spain, and has prevented the Spanish torpedo flotilla from leaving Cadiz for Cuba. NEW YORK, March 13. Preparations for war on the part of America continue with increasing energy. In receiving Senor Bernabe, the Spanish Minister at Washington, President M'Kinley reciprocated the hopes for the maintenance of peace expressed by Maria Christina, the Queen Regent of Spain.
