TBtif KAISER'S ANIMOSITY AGAINST ENGLAND:

i' Wherever it is possible (says the London correspondent of the. Arqus) the Kaiser ■ makes no secret of bis animosity towards [ England. Not a fortnight ago his Ainbaßsador at Constantinople had what was 1 virtually a stand-up fight with the British L Ambassador, who resisted the German enoroaohment upon a British railway interest in Asia Minor. Again, notwith- » standing the calling out of our flying ■ squadron two years ago, and all the events connected with that incident, it iB univer- , sally believed that Germany is still intriguing with the Transvaal, and ' encouraging the liners to make immense military preparations against Great Britain. It is a matter of common conversation in Germany that the Kaiser is not only anxious to see England involved in war, so that he may be able to piok up some of our commerce, but that he is quite ready to enter into an alliance against us. Whatever hesitation he may have in that respect arises out of his imperial consideration for our Queen, his grandmother. For the Prince of Wales his Majesty has no respect at all. The Prince's so-called life of pleasure only arouses the contempt of the Spartan made ' in Germany. The Government and the people of this country would have been glad to maintain the old friendly relations towards Germany, but the Kaiser's vagaries have not only set up a "raw" between England and his own empire, but have become a source of almost daily anxiety to our Foreign Office. Nobody knows from day to day what diplomatic prank the Emperor may be up to. His Majesty's line of conduct towards England has borne fruit among his own people, and though many thousands of his subjects Bhrug their shoulders at the bare mention of his name, the feeling of envy, hatred and malice towards this country is rapidly spreading.
