Reuter's correspondent at Pekin states that the French banks have offered to provide funds for the Chinese indemnity loan which Eussia has proffered to raise, Russia undertaking to obtain concessions. Russia eulogises the difference between the terms secured by the French banks and the conditions demanded for a British loan. He adds that it is feared that the Chinese Government will interpret the action of the British, squadron in leaving Port Arthur as a sign of weakness.
