_**, — THE ADDRESS-IN-REPLT. IRISH AMENDMENTS. DR JAMESON'S RAID. TPer Press Association.! LONDON, Jan. 21. In the debate on the Address-in-Reply, Mr O'Brien, Parnelliie member for Kilkenny city, proposed an amendment in favour of an amnesty being granted to all Irish dynamiters. Sir W. M. Ridley opposed the amendment, and refused to make any exception in the treatment of Irish prisoners. The amendment was negatived by a large majority. Mr Dillon submitted an amendment to the address, that the fall in the price of produce required a further reduction of rents in Ireland. The debate was adjourned. Mr Chamberlain has moved for the re-appointment of a Royal Commission of Enquiry in Dr Jameson's raid into the Transvaal.
