Harcourt, speaking at Ebbwvale, paid he wa3 in favour of a cordial agreemeut with Kussia, covering the entire Eastern question. He would obliterate the Cyprus Convention. Separate action by England would be perilous, but he regarded it as useless to attempt to maintain Turkey.
