China has authorised a' Russian railway in Northern Manchuria, : which will cross the Amoor and proceed direct to "Vladivostock, but has refused to permit the construction of a branch to the Liaotong Peninsula. THE BULUWAYO EXPLOSION. CAPETOWN, Oct. 5. The magazine at Buluwayo, the explosion of which has already been mentioned, contained 725 cases of dynamite and 4000 boxes of detonators. A bullet fired at a hawk caused the explosion. ITALIAN DEFENCE. ! SOME, Oct. 5. A military commission reports that the island of Sardinia in the pivot of Italian maritime defence, and urgently advises that it should be fortified. THE VENEZUELA DISPUTE. WASHINGTON, Oct. 6: It is reported that Lord Salisbury and Mr Olney have exchanged notes advancing the principles which are to govern the Venezuela dispute. The situation generally is now clearer, though the dispute is not yet settled. __________________
