Officers commanding districts" have to pay, out -of money- allowed for expenses, : the railway fares of all volunteers, trayellingrby trains- It is felt-that this plan is unsatisfactory/ ■: both^' 'because^ 1 it c undtiJy'; hampers- the Working of -the force as a military machine, and also .because, to.the non-official mind, it appears absurd for one Government department to have to pay money to another. It is considered that the plan in vogue some years ago, of allowing volunteers in uniform to travel free on production of a pass signed by the officer commanding their district, was far preferable.
