The Major of . Christchurch waß desirous of forwarding a copy of such return to one of the members for Christchurch, who had written to him Stating that tbe Government wasdiasatissod w with the way in which the "Winter Work Fund had been expended. i The letter was reoeived. The Works Committee recommended that tho agreement with the New Zealand Farmers' Co-operative Association, refer- .- ring to the railway siding acros? Stuart Mill Street, should be executed by the . Council. The report "was adopted. The Finance Committee reported that the receipts since the last meeting had amounted to £192 7s 9d. The By-law Committee reported that the Council having already adopted the principles of the Publio Tenders and Contracts Bill, the committee thought it unnecessary to report further thereon. In the absence of speoiflo information from the Finance Committee, the By-laws Com- ' mittee was unable to determine definitely whether the operation of the Bating on Unimproved Values Bill would be prejudicial or otherwise to the borough. From the information at its disposal, however, the committee waß of opinion that the Act would not be suitable for such a borough as Sydenham, where . something like five-eighths of the rateable property oonsisted of improvements. As the borough already possessed similar powers to thoae sought to he conferred by the Looal Bodies Loan Conversion Bill and, moreover, the provisions were incorporated in the proposed Local Government Bill, the . . committee did not feel oalled upon to make any recommendation. The committee approved of the prinoiple of the Secondhand Dealer? Licensing Bill. The report was adopted. ▲ deputation waited on the Council, asking it to assist in repairing the Waltham Public Library and providing more accom- .. modation for the subscribers. The matter was referred to the Reserves Committee to report. . After dealing with routine business, the meeting closed.
