From all I can hear I believe that the precedent of appointing the Attorney-General will be followed. The Cabinet had a long sitting to-day, but I believe nothing was done in the way of appointing a successor to Mr Justice Richmond. This is, in some quarters, construed into an indication that Judge Ward ia not to be the new Judge. The name of Mr J. A. Tole, a former Minister of Justice, is now mentioned as a possible choice, but hia chances are not favoured in well-in-formed circles. - THE LICENSING QUESTION. As indicating the trend of opinion with regard to the licensing question, amendment 3on the Government Bill of which notice has been given by moderate reformers may be quoted. Mr Buddo intends to move a new clause declaring that there shall only be one bar in each licensed house, and no liquor shall be sold or exposed for sale except at the Eaid bar. He also intends moving amendments to prevent other than lona fide travellers obtaining liqour at hotels during prohibited hours. A penalty of £o is provided for anyone falsely representing himself to be a traveller or lodger, and if 'such person fails to give a satisfactory account of himself to a constable he may be arrested without warrant. Any traveller entering a public-house within five miles of one he may have left, unless for the pnrpoees of business or as a lodger, shall be liable to a penalty of forty shillings. Mr Hutohison's amendments take the form of four new clauses, declaring as follows :— -That no license shall hereafter be grarited to premises where there is a billiard table ; that no woman, except she is a licensee, shall bs allowed to sell liquor in a bar; "that no licensee shall cell liquor to a woman or to any person apparently under sixteen years of age; that licensed bars shall be closed one afternoon in each week on the day fixed as the weekly half -holiday in the district.
