Major- General Tulloch, formerly commandant of /Victoria, speaking at the MerCbapt Taylors' dinner; said that State Socialism, and professional politicians, resulting from payment of members, were among the chiej causea of the ' financial trouble in Victoria. He Btate'd that Socialism was only maintained by borrowed money or ruinous taxation. Political reform, he declared, was absolutely necessary to relieve the colony.
