WELLINGTON, Mat 30.
The grounds on which the Government will appeal against the decision of Mr Northcroffc, Stipendiary Magistrate, respecting the inoperation o£ the Shops and Shop Assistants Aot are, I understand that the case quoted as supporting the contention that as regards Clause 9 the Act is inoperative until January, 1896, in reality supports the opposite opinion. It has also been decided by the English Law Courts that in Actß where the. word next, referring to time, occurs in a statute it means following the date on which the Act receives the Royal assent. Ab the Shops and Shop Assistants Act received the Governor's assent on Oct. 18, 1894, it plainly follows that " January next " means January, 1895.
