Only three candidates filled the required condition?, but to extend the privilege as far as possible the Board increased tho age of fourteen to fourteen ! and a half, and lowered the percentage ' required from sixty to fifty-nine. For the past two years the Board has been offering this privilege to twenty pupils, which is a more liberal arrangement than is now being discussed at the Wellington Conference.
