Licensing Question.
[Pbb Fbbbs Association.] WELLINGTON, August 16. Benjamin Oxner and John Nankevell were to- Jay prosecuted by the police for Belling liquor at the Metropolitan Hotel without a license, the former licensee having left. Two members of tfae committee had granted Oxner a per*mit. which the police contended could not be done, especially aathe Magistrate had not given a certificate. Mr Martin, after taking time to coueider, upheld the permit, remarking &t the same time that it was an anomalous state of the law which required a certificate to be obtained before a transfer could, be granted, and yet enabled a permit to be granted to the end of the year, not till next quarterly meeting, merely without ' evidence as to the character or fitness o£ the applicant.
