Special Heating.

A special meeting of the above Council was held last night for ths purpose of confirming a resolution passed on June 26. There were present —His Worship the Mayor (Mr J. T. Brice), Councillors Schumacher, Thompson, Chambers and Owen. Councillor Thompson moved, and Councillor Chambers seconded----"That the resolution passed at. a special meeting of the Council held on June 26, 1893, with reference to borrowing £3000 to lay an eight-inch water main from the reservoir at the Heathcote to Lyttelton be confirmed." The motion was carried. Councillor Owen moved, and Councillor Thompson seconded —" That a special rate of two pence in the £ be struck on all rateable property in the borough, such rate to be an annual recurring rate, for the purpose of securing payment of the principal and interest of a loan of £3000 for laying an eight-inch water main from the reservoir at Heathcote to Lyttelton; and that a special meeting of the Council be held on Wednesday, August 23, to confirm the above resolution* His Worship said that perhaps it would be well to point out that there was not the least intention of levying this special rate, but the resolution now before the Council was necessary in accordance with the Aot before they could proceed fuither in the matter. As a proof of this he might point out that a similar resolution had been passed by tbe Council when the loan to erect the present Chambers was raised, and this special rate had never been levied, nor would be levied.
