The following paper has been presented to the House : — Proposals by Lieut.-Colonel Fox.— Offi-Hro for whom there is no further work under my proposals :— LieutenantColonel Bailie, Marlborough ; LieutenantColonel Bonar, Westland; LieutenantColonel Sumpter, Oamaru; LieutenantColonel Bailey, South Canterbury ; Major Wood, East Coast District ; Major Hannah, Southland. Staff - SergeantInstructor Benning Bhould go from Westland to Nelson; Staff - Sergeant M'Pherson, Oamaru, should be retired ; Staff-Sergeant Jones, Timaru, retired; Staff-Sergeant Huddleston, Napier, retired; Staff-Sergeant Blaukmore, InvercargiU, retained temporarily; Staff-Ser-geant Castles, Dunedin, retained temporarily; Staff-Sergeant Purvis, Chrißtohurch, retained temporarily; Staff-Sergeant M'Mil- . Lan, Wang»nui, retained temporarily; Sfcaff- \ Sergeant Scully, Auckland, retained temporarily; S caff-Sergeant Finn, Welling- '■ ton, retained permanently ; Staff-Sergeant Barrett, Chriatchurch, retained permanently; Staff-Sergeant Towler, Dunedin, retained permanently ; Sergeant-Major j Howard, Blenheim, retired; Mr Baiilie ■■ (clerk), Blenheim, retired. Four central districts should be formed —(No. 1) At Wellington, with LeutenantColonel Newall in command, assisted by an Adjutant (Captain Coleman), i who is also Instructor of Cavalry and Mounted Rifles, and three staff sergeants instructors, Sergeant-Major Finn and two instructors brought out from the Imperial Service. (No. 2) At Auckland, with Lieu-tenant-Colonel Goring in command, assisted by an adjutant (Lieutenant Grant) and' a staff sergeant instructor brought out from the Imperial Service. (No. 3) At Christchurch, Lieu-tenant-Colonel Gordon in command, with two sergeant-instructors (SergeantMajor Barrett and one instructor from the Imperial eervice). (No. 4) At Dunedin, Lieutenant-Colonel Webb in command, with three sergeant-instructors (SergeantMajor Towler and two instructors from the Imperial service). Note.— The officer commanding the Permanent Artillery at Lyttelton and Dunedin should aot as staff officer to the commanding officers in those districts respectively. On the arrival of Staff-sergeants instructors from the Imperial service, Sergeant-instructors Blackmore, Purvis, Castles, M'Millan and Scully should be retired.
