There will be a touching reference to the death of the Duke of Clarence and Avondale, and the universal and spontaneous nature of the sympathy expressad at the sad event, will be acknowledged. Foreign relations will be described as excellent, and there will be regretful reference to the death or the Khedive, and every confidence will be expressed in the capacity and friendliness of his successor. No indication, however, will be given as to the future of the British policy in Egypt. Satisfaction will be expressed at the declaration of Zanzibar as a free porl, and at the arrangement to submit the Behring Sea. dispute to arbitration. The Local Government for Ireland Bill will be the principal measure brou^hb forward during the session. Other Bills promised are — Assisted Education for Ireland, Small Holdings, District Councils in England, Private Bill Procedure in Scotland, Discipline, Employers Liability Amendment, Relief tram Local Bates of the Public Elementary Schools of Eogland, the Amendment; of the Law of Evidence, and a revision of the agreement between the Bank of Euglaa<3 and the Government. An insurance agent of Wandswortb, , named Carvagoa, has been arrested in connection with the Anarchists of Walsall.
