RUSSIAN MILITARY PREPARATIONS.
According- to the Kolnischc Zeitung ot Sept. 26, General Obroutcheff, Chief of the General Staff of the Russian Array, submitted to the Cz2.r during last summer ___ memorial, in which, having; regard to the possibility of Exif-sia's relations with foreign Powers becoming warlike during the noxt two years, he _*eco-_.__*ended that a second line oi' rails should be laid on tho railways to the western frontier. Tho journal further declares that, in spite of the opposition of the Minister for Finance, thia proposal was carried into effect, and thalf 8,000,000 poods of rails and 300 locomotives have been ordored for delivory by next May. The Kohnsche points out that by this measure the network of Eussian railways is strengthened to a considerable extent from a -strategical point of view. Tho Vossische Zeitung, commenting on the same subject, considers that these facts -will probably be touched upon, when the Ozar visits the Emperor William, and goes ou to remark that a plain statement from the mouth of tho Czar, which is perhaps expected when Hia Majesty comes to Berlin, could again allay for some time the uneasiness systematically Created by -Jussi&u politicians -who desire war.
