W. Baenxcoat and R. -pHAEAZTN* having Bpoken against tbe Bill, i The Attorney- General, arguing in | favour of the measure, said it was a mis- • apprehension to suppose that it interfered [ with private interests. Such a Bill was I necessary, he contended, for the purpose - of assisting deferred payment settlers who [, bad got in arrears with their rent, and a.30 I in regard to the surrender of their leases. | He hoped the Council would allow tbe Bill I'to go into Committee and discuss its \ several clauses. I The Hon W. Swanson said he .under.-. j stood ffie Bill was framed for the purpose : of assisting tho oppressed, -but, according to his reading, it did just tho reverse. He • characterised it as one of tbe most vicious and unjust Bills that had ever been brought before the Council. The Hon J. C. Richmond was surprised {-hat snch. an important measure bad not been broughfcforward at an earlier period o£tlie>se_u_ion. He held that the Government were greatly to blame for their negligence. Tbe Bill was exceedingly crude in form, and would prove to be extremely expensive in working. The Hon. *!_.. C. J.
