The report of the Grand Committee on Trade to the House of Commons approves of the Victorian Marine Shipping Bill. One of the members of the Committee protested against a clause in the Bill providing that emigrant ships shall carry a sufficient number o£ boats to contain all the passengers, and moved to strike out the clause. This amendment was rejected. Louis Barnard has been appointed Australian agent to the Nicaragua Canal. France and Tripoli. It is reported that England has given an assurance to Italy that she will interfere should France attempt to annex Tripoli. The Quakers intend sending a delegate to the Australian Colonies, to advocate principles of peace. Fatal Explosion of Fireworks. I Four men have been killed by an j explosion of fireworks at Landell's factory at Wandsworth. The Pan- Anglican Synod. The Judicial Committee of the Pan-Ariglican Conference have decided that the Primate should take action on the petition complaining of the Eitualistic practices of the Bishop of Lincoln. The report of the Pan-Anglican Conference condemns the spiritual neglect of emigrants, and the exclusion of the Colonial clergy from the same preferment as others. Ifc approves the constitution of a Council of Eoference, as suggested by the Australian Synod. Austjst 4. Parliament Adjourning. It is probable that Parliament will adjourn on Saturday. The " Times "-Parnell Enquiry. The Parnell enquiry commences in the first week of November. Maxwell, the Murderer. The English Government has asked the American authorities to grant a respite to the murderer Maxwell. Mr Raikes Obstructive. Mr Baikes persists in his refusal to alter the day of departure of the mail steamer for Adelaide, although the inconvenience to Victoria and South Australia has been repeatedly pressed upon him. PABI*, August 4. France Insulted. The annexation of Zulla by Italy is considered a direct insult to France, who claims it by virtue of a treaty with Abyssinia. WASHINGTON, AUGUST 4, Chinese from Canada. The Senate has appointed a Committee to investigate the relations of the Canadian railways with American commerce. It is asserted that subsidised steamships are importing hordes of Chinese into Canadian territory, who afterwards cross the American border. Champion Double-sculling Match. A double sculling match took place at Saratoga, for the championship of the world. G-audaur and M'Kay were the victors, defeating Teemer and Hamm.
