[&PIOIAL TO PSXBS ASSOCIATION^ LONDON, August 2. In the Houae of Commons, Mi Labouchere moved that the article in the Times, charging the Farnellitea with mendacity, js; a breach o! privilege. The motion was opposed by Messrs Goschen and Gladstone, and after some discussion was withdrawn. Mr O'Hea,M.P. for Donegal West, confirms Mr dhamjberlain's version of the parleying with Mr Parnell. In the House of Commons, during {he disoussion on the Commission Bill, Mr Goschen admitted that the Timqf comments, charging the Parnellite* with mendacity, were culpable, hut moved that the House should proceed with the business of the day, which was carried. He moved that the cloture be introduced on the Bill. Mr Gladstone will shortly address a public meeting at Birmingham, and it is considered probable that Sir Vernon Harcourt, Mr J. Morley, Mr H. C. Guilders and Mr. George Trevelyan will accompany him, and possibly Lord Rosebery and Earl Spencer. August 3. In the House of Commons, Mr Labouchere's amendment to the Commission Bill, directing that the Commission should first enquire into the authenticity of the letters, wad rejected by 78 votes. Mr Healey's amendment, that the Commission should draw up a separate report respecting each accused, was also negatived by 82 votes. In concluding the debate, Mr ParneU said he approached the enquiry with a rankling sense of injustice, but hia Party would emerge triumphant. The Bill was agreed to without a division, and will be reported on Monday. AUQUSI 2, Mr Goschen's motion for the introduction of the cloture in the Commission Bill, was carried by ,a majority of 52. Mr Labouchere advised Mr Parnell to repudiate the enquiry, and sue the Times for the charges made against him. The Irish party will withdraw from the Chamber before the motion to report progress is put.
