The German Army.
[Bhuteb'b Tei.juojiams.l LONDOS, Xrav. 19. A Conference of Agents-General took place to-day, the subjects under discussion being the New Hebrides and New Guinea. Nothing, however, was decided. The Hon E. Stanhope stated that nothing definite had been settled between the Eoglish and French Governments relative to the New Hebrides. He thought Maynext would be late for the Conference on Colonial affairs, and suggested April as preferable. Government have decided to prosecute Mr M'Hugh, editor of the Sligo Champion, on account of a speech delivered at a Land League meeting, inciting Irish tenants to boycotting, and to the committal of agrarian outrages. Dec. 17. Dillon, O'Brien, Harris, and O'Sheehy, prominent Land League supporters, have been arrested at Loughrea. BERLIN, Dec. 16. The Committee of the Reichstag has voted an increase of the German Army, on an effective peace footing, to 450,000 for a term of three years, thus rejecting a demand of Government that it should be increased to 468,000 for seven years.
