The reply of tho Russian Government to the memorandum of Eavl .Granville, dated March 16, has been under consideration of tho Cabinet, and it is believed the answer of M. do Giers is not satisfactory, and f urther are necessary bofore the Russo-Afghan frontier question can be settled. • BERLIN, April 6.
