DRAINAGE BOARD.

An ordinary mecti-.g of the Christchurch Dirt riot Dntineg? Board was hold yesterday, when the following members were present :— Mr H. J. Tancred (Chairmen), Messrs W. Whito, R, J. S. Harraan, J. E. Brown, 0. Cuff, and F. Hobbs.

COBHESPOSDENCE,

A letter was read from the City Council, accepting the offer of 5 per cent for the collecting of the Drainage iiate.

A letter was road from tho Sydenham Borough Ceuncil, calling attention to tho damage being done to tho Eaet, Town Belt by wator being pumped on to the road from the drain works.

The Engineor reported that the road had been repaired, and that no more pumping would tube place.

A letter from the Avon Eoad Board, asking that a member of the Drainage Bourd and the Engineer might meof; a member of tho Avon Road Board and settle the matter re water on fcho Sawyer's Arms road.

Messrs White and Browr were requested to meet the Avon Board's -eproeentative.

-Another latter from the same Board was read, expressing the opinion that the charge proposed for laying p'pes and lowering a gulley near the North Belt was exceesivo, and referring to the Drainage Board's letter of June 21, 1881.

The Engineer reported that only the actual cost had been charged. A lettor from the Heatheote Eoad Board waE read, asking that'tho decision re culvert on the Lower Avon road might be re-conßi-dered.

Mr Cuff moved— "That the Drainage Board provide the pipes, on condition that the Heathcote Board put them in." Mr Brown seconded the motion, •which, was agreed to.

Another letter from the Heathcote Road Board was read, calling attention to the stagnant wnter in Worcester street, on the east side of Stanmcire road, anil suggesting that pipes should ba continued as far as Hereford Etreet.

The matter was deferred for tho present. A letter from Mr W. Attwood was rend, relinquishing drainage rights over rural section 1146, on condition that the Board carry out the drainagfl as marked on the man now in the Board's office.

Tho matter was postponed till the necessary consent from other partios concerned had been obtained.

A letter from Mr 0. B. Stubbs was read, calling attention to tho bad slate of the drain on tho Church property fronting Sulwyn street, between Lincoln road and the South Town Belt.

The matter was referred to Lhe Engineer,

A lettor from Mr C. Moore was read, calling attention to a drain in Mstheson's roud.

This wan referred to the Engineer to act. A. letter from Mr G-. Swarm was reacl, objecting to tho open ditch proposed to be cut opposite his property in Yogel street. The letter was received.

A letter from ASessrs Qarrick and Cowlishaw was read, advising what steps should be taken with reference to property of Mr Hitohenß.

Th« matter iras left in the Chairman's hands, with power to act.

A letter from Mr W. &. Buller aoked for £200 compensation for his laud, his agreement for £160 kaving been made with tho understanding that the quantity would be 1J- acroc, whereas the land now taken was la 3r 12Jp. He also complained of tho long delay made in tendering him tho monov.

Tho Beard resolvod to pay for tho land at the rate of £100 per acre. A. letter from Mr Francio Kelly was read, asking for £35, compensation for* tho drain cut through section 1118, &c. The matter was referred to the Engineer and Secretary to report upon at next meeting.

A letter was read from Messrs Ford and Ogdon, aoking that their pipes might he submitted to a severe test with other pipes of local manufacture, and imported pipes ; and enclosing Professor Eiokerton's report on tho clays and ganisters of the firm.

With the letter were samples of broken pipes, one of 'which tho Engineer said was as hard as road metal.

The Board resolved to inform Messrs Ford and Ogdon that the defective pipes referred to at a former meeting wore not of their manufacture.

A letter from Messrs Scholz and others was read, drawing attention to tho stato of the ditch in Sedan street, Madras street north.

The letter waa referred to the contractor for cleaning drains.

A letter from Mr J. Hern called attention to tho bad sttito of the drain along the Drain road, Tuam otreet.

'This wub similarly dealt with. A lotter from Mr fcitringer was read, informing tho Board that tha drain put down iv Bfc James' Terrace had not relieved hia section.

The matter was referred to tho Engineer,

Accounts to the amount of £199 10s 3d were pasj«d for payment.

Mr Hobbß taov6d tho following resolution, of which he liud previously gircn notice : — " That, in accordance with Section 2 of ' 7. he Ohriatchurcb. District Drainage Act 1876 Amendment Act 1877,' before making the annual rate, this Board proceed to alter the boundaries of the rural portions of iho district, as follows : — All that portion o. the Christchnrch Drainage District not included in the resolution passed on Juno 27, 1831 (which resolution covers Mr Clark's sewugo scheme), bo formed into ono whole district, to bo iuowii as tho ' Rural District,' and that one uniform rate bo levied on tho inme." Ho was aware that there would bo 6trong local opposition to tho motion, but ho desired to carry out the idea in the original Act, that tho wholo district was ono.

Mr Harnian seconded tho resolution pro formd, reserving to himself the right t:> take what courso ho thought proper rbould an amendment be proposed. He must say that he had a certain sympathy with tho idea that the wholo district should bo treated as ono.

Mr White would opposo tho repolution. It was an unfair ono, and should certainly not have been proposed by a Christchurcli representative. He would moTo an amendment to this offect — " That the district; remain as at present, except ouch portions os have been taken out of tho different districts to form tho rural district." There c-hould ba a rural district for Sydcnham, Hcathcoto, Spreydon, Biecarton, and Avon.

Mr Brown supported tho amendment as the only satisfactory basis fer the Board's proceedings.

Mr Whito submitted his amendment in tho following form : — " That tho soveral portions of tho Eond Board districts and of tho Borough of Sydonham comprisod within tho drainage arcn, but not included within tho area known as Mr Clark'o area, bn enpp.rat.n rural districts, for (.ho purposes off tho Act of 1877."
