ASHBURTON BOROUGH. COUNCIL.

The ordinary fortnightly meeting of this Council was held at tho Town Clerk's office on Monday evening last.; .present — Hib Worship the Mayor, Councillors, Ivoes, Saunders, Parkin, Boberts, Orr, Friedlandor, iD. Williamson, and G-. St. Hill. MAYOB'b BXAJEBMBHT. Hia Worship said that flince ..the last meeting of the Council the Court of Ecrision had been held, and the valuation roll for the Borough, which amounted to '£22)802, had jfieen reduced by £140. A meeting of the had been hold in Ashburton Vitbin the last few days, and a number of men had attended, some of whom had large families and were good and industrious workmen. He trusted the Council would see their Tray dear to help them by initiating aomo fublio works or other. The by-laws had beon roken, and one or two cases bad ittllen through owing to an error in them. A necosBity now existed for the appointment of a ; Kerosene Inspector for the Borough. The Bank of Now Zealand had consented to allow : the Council an overdraft of £800, and tho ! Bank had, by doing so, been vory liberal., The balanco to credit of tho Council was ! £303 83 3d. Tho pay- shoot amounted to , £104 17s, and the balance remaining after this was paid would be required to pay off the accounts due for water-supply works. BY-lAWS. The Mayor suggested that the by-laws be referred to a solicitor for revision. Councillor Saundera said they were almost a reprint of those now in operation in Christchurch, Dunedin and several othor places. Councillor St. Hill suggested thai tho bylaws be Bent to Dr Foster for revision. Councillor Ivess moved that a Committee be appointed to rovise the by-laws, and that they be empowered to employ a solicitor. . Councillor St. Hill thought that tho clause in them in reference to the buildings in tho Borough being constructed out of brick or stone should bo modified. 'The Council resolved that tho building clause Bhould be amended, nnd tho resolution of Councillor Ivcbs re by-laws was carried. GASPIPBS. Mr Dolman applied for leave to open up Some of the footpaths for the purpose of laying down service-pipes for gas. Councillor St. Hill said the Btreets had been left in a disgraceful state by the Gas Company in laying down tho mains. The Mayor said this cortainly had occurred, hut it was owing in a great measure to the bad weather. The Council deoided to grant the application. TWi UNB3IPIOXBD. Councillor Williamson thought that a suggestion, should be made to the Engineer ihat the "married r men living within the Borough should have tho preference for the work" of the Borough. A letter on this subject from a person named James Mills was referred to the Works Committee. „ , y BOAD BOARD BOTSIDY. •' A letter from the Clerk ■to the ABhburton Boad Board, was read, enclosing a cheque for £457 105, being the balance due to the Council on rates, rents, and from- the surplus land fund. The outstanding rates were 'stated to be £206 7b. The Clerk also pointed out that the sum of £10 waa due to him as a bonus for collection of these rates, or that he should be allowed 7J- per cent, for collection of rates about to' be struck. . ... CABS AND CABUIEBS' STAKJ>9. . : Ihe Council resolved to ebingle a portion of East street, between Burnett street and Tancred street, for cab Btando., and between Burnett and Bavelock streets for carrwrs. . WOBKS COMMIIXBB. This Committee reported upon the -dfiferent works now being undertaken in the Borough. The Council decided to haveHhose necessary done by day labour, as it would foe more beneficial to those who were at present unemployed. ' . ' Councillor Iveas objected to the action of the Works Committee in accepting a tender for supplying shingle, without it tbeing -sub-; mitted to the Council beforehand. ■ J Councillor Campbell said that they might' as well resign in a body, if the Works Oom^ mittee could not have the power to accepta small insignificant tender aa that in questton. Councillor St. Hill was appointed a member of tho Works and other Committees in »the ; place of Councillor Shearman, resigned. BOATBNOBB. The tenders were opened for this office, aad the Council decided to accept that of &. ff. Hughes and Co. INSPHOTOB OP KUISANOae. # The Nuisance Inspector handed in his report for the last fortnight, whioh was read. - Councillor Saunders moved, and Councillor. Parkin seconded — "That the services of 'the present Inspector be dispensed with." .-Carried. i ANHUAL HATE. Councillor Ivess moved, and Councillor: Parkin seconded— " That a rate of Is iin thej £ upon all the rateable value of the.property '; be struck on June 30, and be made payable on j July 30, and that the Clerk be instructed to publish the necessary notifications tin accordance with the Act." Carried. Accounts to the amount of t£lo4 17s were paßsed for payment, and the Council: adjourned.
