RESERVES.
TO THE EDITOR OF THE STAB. Sir, — Will you kindly iDsert this letter in your next issue, as I am anxious to know whether the Provincial Council had the power to pass the Ordinance of 1864, authorising the Superintendent to transfer a portion of the reserve weit eide of Cathedral square to the Bishop of Christchurch as a part for a cathedral square, also a portion for a roadway, when the same had been reserved for a plantation, or place for public recreation ? It appears, also, that the General Assembly passed an Act in 1862 (two years previous to the passing of the Ordinance), which decidedly states that the Superintendent cannot use the j land, or allow it to be used, for any other purpose than that for which it was originally intended. I hope some one will answer the above, as it is a question the general public are anxious to get settled. In the report adopted by the City Council, which appeared in your issue of the 13th inst., it states the Superintendent exceeded his powers; but I am not thoroughly convinced on that point, and respectfully invite our distinguished lawyers to take the matter up and thoroughly sift the question. I observe our old friend, Mr J. Ollivier, had a finger in the pie, which I regret, as I always thought he was the people's friend. Your obedient servant, LOTION.
