Napoleon's satisfaction with the result of the plebescitum is diminished by the majorities who have voted against in the large towns, and by the fact that 50,000 soldiers voted " No." New Ministerial appointments have been made as follows : — Due de Gramtnont, Foreign Affairs ; M. Miege, Public Instruction ; M. Plichon, Public Works.
