SUGGESTED SCHEME. (A. and N. Z. Cable.) PARIS, July 25. Referring to suggestions that for "the next 15 years Germany’s payments should be devoted to the reconstruction of the devastated areas and the repayment of the British •debt to the United States, Le Matin says the French and Belgian Ambassadors in London have been in--structed to discuss this plan with Earl Curzon. ' The scheme is favourably considered in Brussels, and it wid not be surprising if Belgium takes the inia'tive in proposing 't officially.
