London County Council's ; fiat that boys and girls under 16 will not be, permitted, in cinemas without their parents or guardians, unless the .programme has been passed in entirety for universal, exhibition. At present only 30 per cent of - the films receive the universal certificate and, the remainder the adult certificate only, and unaccompanied boys and girls will be barred from these after January 7 next. The trade complains that the Council is utilising an Act of George 11. which aimed at the prevention of thefts and robberies.
