JAPANESE TROUBLES.
STRIKE-BREAKERS. (A. and N. Z. Cable.) TOKIO, August 2. The Kobe workers refused to accept the conciliatory actions of the owners,'and have declared that they ■will continue the strike until the shipyard's striker-breakers a"re discharged.
To date, 400 strike-breakers have been arrested.
