. The Lokal Anzeiger's Moscow correspondent states that the Soviet leaders summoned the Moderate Liberals and admitted that the Bolsheviks had ceased to control the situation.' They proposed a conference of representatives of all parties to decide as to Russia's future.

Reports are current that the Petrograd garrison has again mutineed owing to the curtailment of rations.
The Estonians are sending troops to protect their frontier. They are also establishing stations, at wnxcu they will feed the starving.
