Washington, December 21. Shortly before peace was declared between America and Spain, Great Britain suppressed a Philippine filibustering expedition, which was forming at Hongkong. America suspects that Germany helped the promoters of the scheme, and interprets Great Britain's action' as denoting a sovereignty over the Philippines. Admiral Dewey's squadron has been reinforced.
