Athkns, March 13. The delay in proclaiuiingthe schemes of autonomy is impeding the restoration of order in Crete. Russia strongly opposes the proposal for a plebiscite, and suggests the Powers occupy Crete with twelve thousand men in addition to those engaged in the blockade. Greece is mobilising her army and navy. Mr Gladstone sent a telegram to Greece saying " God help your efforts to stop coercion and avert English disgrace."
London, March 13. The Powers are considering the advisability of issuing a further note to Greece on the Cretan question, In the House of Commons Mr i Goschen stated that the Government was closely watching the balance of power in European navies and if any abnormal efforts were made to disturb the relations he would reconsider whether it was better to complete the war vessels now iv course of construction than to commence building new ones.
