Referring to the Turkish insurrection, the Pall Mall Gazette publishes a Berlin telegram as follows:—•" It is now proposed that executions in provinces shall be intrusted to the Governor-General, he enjoying the confidence of Christians."
The Worcester Despatch says the Consuls consider that unless Turkey determines upon reformation in every department of the administration of Herzegovina the Province will be completely lost to her.
Germany will demand this year 6,000,000 marks for military estimates.
