Council Nearing Agreement Plans for Germany By Telegraph—N.Z. Press Assn.—Copyright (Rec. 7.30 p.m.) LONDON, Sept. 27. The Council of Foreign Ministers has already been brought much nearer to agreement over Hungary, says the diplomatic correspondent of “The Times.” After the announcement that Russia and rimerica were prepared to recognise the Hungarian Government, it may be presumed that Britain is equally ready, and has been in consultation with the others. The Bulgarian and. Rumanian Governments present much greater difficulties. but after much plain speaking on the fundamental principles and policies, a way forward is evidently being sought. Discussing the French recommendation for the administration of Germany which has still to be made in the Council, the correspondent says that the French Government, while accepting the Potsdam plan for Germany, put forward two basic requests: (1) It asks the /. I’ies to reconsider the proposed appointment of German State secretaries for a central administration to prepare the way for a central German Government which the Powers at Potsdam envisaged. The French declare that Germany will thereby be fashioned on centralised lines before there has bees time to see whether some parts of Germany would freely wish to draw away from Prussia. France welcomes the other part of the Potsdam plan' which is directed toward the decentralisation of the political structure, and the development of local responsibility within Germany, but the French say that such movements will be reversed by the appointment of State secretaries. While stating that they are opposed to any dismemberment of the main part of Germany by force, they ask that the establishment of the central adminisration should be postponed until the German people’s desires are known. (2) France advances plans for permanent Allied administration of the Rhineland and Ruhr. It has been suggested for the Ruhr that the seven Allied Powers should be represented on the Administration Britain, America, France, Russia; Belgium, Holland and Luxembourg.

Council Again Meets (Rec. 12.10 a.m.) LONDON, Sept. 28. The Council of Foreign Ministers met again this morning. The diplomatic correspondent of the Press Association says that the British Government is considering a limited recognition of the Hungary administration by the appointment of a political representative at Budapest.
